BY-LAWS

  Article I

 

ORGANIZATION NAME

 

 The name of the organization shall be:  WATTERS CREEK SENIOR GOLF ASSOCIATION (WCSGA)

 

Article II

 

OBJECTIVES

 

The purpose of the WCSGA shall be to provide senior men golfers the opportunity to enjoy golf as a group through a non-profit organization.

 

 

Article III

 

MEMBERSHIP

 

 

Members will consist of men at least FIFTY-FIVE (55) years of age or older.

 

Membership dues for new members are pro-rated by quarter.  Full annual membership is $20.  Annual membership renewals are due by December 31.  Renewals after December 31 are considered delinquent.

 

All new members will either participate in the Callaway Handicap Scoring System or will provide a verifiable Handicap Index.  Tournament scores for the first two rounds will be double entered into the WCSGA Handicap System followed by single entry of scores thereafter.

 

Article IV

OFFICERS

The Officers of WCSGA shall form the basis of the Executive Board and serve two year rotating terms.   The Executive Board consists of the President, Vice-President, Secretary, Treasurer and rotating Board Members.

The outgoing elected officers will rotate into these Board positions for a one year period.                                                                                                                                                               

 

The Appointed Officers are:

 

Handicap Chairman – Establishes and maintains all handicaps

Website Manager – Maintains the web site as required

 

Article V

 

ELECTIONS

Officers will be elected to two-year terms.  The President shall choose an election Committee to nominate candidates for officer positions.  The Committee will provide recommendations to the President and an election will be held at a general membership meeting.  New officers will take office on January 1 unless otherwise specified by the Board.

Should an Officer resign or vacate his position, the Board will appoint a member in good standing to complete their term until the next election of officers occurs.

 

Article VI

 

OFFICERS AND THEIR DUTIES

 

President – Shall serve as Chief Executive Officer

The President shall preside at all WCSGA Executive Board and regular membership meetings, appoint Chairmen for all committees, and oversee all activities of WCSGA.

 

Vice-President – Shall serve as Tournament Director and act as CEO in the absence of the President

 

The Vice-President will preside over the tournament committee and be responsible for the planning and implementation of all golf tournaments.  The Vice-President will prepare the yearly WCSGA Schedule and plan and execute tournaments on a timely basis.

 

The Vice-President, or his designated assistant, will rule on all USGA and WCSGA local golf rules.

 

Treasurer – Shall maintain Membership Records and Finances

 

The Treasurer will review and register new member applications, collect dues and notify Board members of all members in good standing.  The Treasurer will maintain WCSGA’s  bank accounts including Hole-in-One funds, and see that all bills are paid promptly.  He will prepare financial reports for presentation to the membership at WCSGA membership meetings and quarterly to the Officers.  The Treasurer will maintain the official record of all eligible members and ensure that records of members are accurate and current.  He will report all new and deleted members to the Handicap Chairman and to the Secretary.

 

Secretary - Shall Monitor Meetings and Document and Disseminate Correspondence

 

The Secretary will record the minutes of all membership and Executive Board meetings,  publish meeting minutes on the web site, and maintain a contact roster for all members.  The Secretary will also use e-mail to send out welcome letters and notices and keep the membership informed. 

 

Handicap Chairman – Shall Maintain Handicaps

 

The Handicap Chairman will establish and maintain all member handicaps in accordance with USGA guidelines.    He will enter all official scores into the handicap system and will provide the results for posting on the website.

 

Website Manager – Shall Maintain the WCSGA Website

 

The Website Manager will maintain the WCSGA website, posting updates in a timely manner.

 

Board Members - Shall Provide Advice and Assistance to WCSGA Officers

 

Board members will provide assistance and counsel to WCSGA Officers.   These positions are filled by the outgoing officers.

 

 

 

Article VII

 

OPERATING COMMITTEES

 

 

The Executive Board has the authority to appoint committees to carry out all activities of WCSGA.  

                                                                                                                                                       

Article VIII

 

AMENDMENTS

 

The By-Laws may be amended at any membership meeting.  Proposed amendments must be sent to the members, from the President, at least  15 days in advance of the membership meeting.  Amendments to the By-Laws will be approved by a simple majority vote of the members at that meeting.

 

 

Article IX

 

MEMBERSHIP MEETINGS

 

A full membership meeting will be held at least once a year.  Additional meetings may be called as deemed necessary by the President.

 

Article X

ADMINISTRATION

The income of the Association is based on the annual dues and interest earned from Association deposits. .

Association funds will be maintained at an insured financial institution approved by the Board. Either the Treasurer or the President will be authorized to sign Association checks, subject to the approvals required below.  Any expense over $200 must be approved by both the President and the Treasurer.  Any expenses to be reimbursed to the Treasurer must be approved by the President.

The Treasurer will present a financial report at the Annual Meeting. This report will include details of Association bank account(s) and income and expenditure for the year.  The Treasurer will also provide WCSGA Officers with a financial report on a quarterly basis.

The WCSGA will support side games during tournaments.  Funds collected for the Hole-In-One side game will be deposited and maintained by the Treasurer.  Hole-In-One payouts will be in accordance with published procedures.  Money for the Closest to the Pin side game will be collected by the Side Game Committee and paid out in cash to the winners immediately following the tournament.
